David Jackson

Principal Adviser

I'm a social scientist with a focus on how social norms, informal institutions, and political incentives shape anti-corruption efforts. At U4, I lead the themes on anti-corruption in Ukraine and conflict-affected states.

My PhD examined how patron-client networks interact with statebuilding efforts in Kosovo’s municipalities. I have published works in peer-reviewed academic journals, such as Development Studies, Public Integrity, and Southeastern and Black Sea Studies, and contributed chapters on Future Research Agendas, Social Norms, and Corruption in the Middle East to various edited volumes. I am co-editor of the book Anti-corruption in a Discordant World: Contestation, Abuse and Innovation published by Routledge.

Before U4, I worked as an analyst and consultant to various international organisations and NGOs, including the World Health Organization, Transparency International, and Helvetas Swiss Intercooperation. I've also worked at the Cabinet Office in London and for a development NGO in Jordan.

I hold a B.A. in Modern History and Politics from the University of Oxford, a Master of Public Policy from the Hertie School of Governance, and a PhD from the Freie Universität Berlin.
